Any resident of Ohio is eligible for a library card from the Wellsville Carnegie Public Library. A card is free to citizens showing proof of current address. Registration for children under 18 must be signed by a parent or guardian. Replacement fee for a lost card is 50 cents.

Adult books, audiobooks, and magazines: 10 cents per item per day
Children's/YA books, audiobooks, and magazines: 5 cents per item per day
CDs: 10 cents per item per day
DVDs: 10 cents per item per day
Video Games: 50 cents per item per day
Hotspots: $1.00 per day
Borrowing period
All books: 2 weeks
All audio books: 2 weeks
All magazines: 2 weeks
CDs: 2 weeks
DVDs: 1 week
DVDs (television series): 1 week
Video Games: 1 week (no renewals)
Hotspots: 2 weeks
Hotspot Policy
Eligibility:
Borrower must be eighteen (18) years of age or older, have a Wellsville Carnegie Public Library card/account in good standing, and have a current address and phone number on file.
Must be an active card holder for at least 30 days before eligible to check out a hotspot.
At time of checkout, the borrowing patron must present their library card.
The patron must sign the Wellsville Library’s Hotspot Agreement before a hotspot can be checked out.
Only one hotspot may be borrowed by a household at any one time.
Hotspots may not be renewed.
There are no holds allowed on hotspots. Hotspots are available on a first come, first serve basis.
The same patron may not consecutively borrow the same hotspot
Returned hotspots will not be available for 24 hours.
Patrons who repeatedly return hotspot devices late three (3) times or more will lose borrowing privileges for six (6) months.
Hotspots must be returned to the Wellsville Carnegie Public Library at the Circulation Desk. Hotspots may not be returned through the Book Drop.
Check Out Period: Hotspots may be checked out for a maximum of 14 days.
Overdue Fees:
Overdue hotspots will incur a daily overdue fine of $1.00 per day.
Overdue hotspots will be turned off and unable to connect to service.
After 30 days overdue, the Hotspot will be considered lost and patron will be billed a $100.00 replacement fee.
If a deactivated hotspot is returned but the library has already had to purchase a replacement device, then the patron is still responsible for the $100.00 replacement fee.
The borrowing patron will be responsible for the cost of lost or damaged hotspots and accessories (including theft thereof).

Hotspot Etiquette: Patrons are expected to use hotspots responsibly and in accordance with library policies. Internet content filtering is NOT provided through the hotspot. Parents and/or guardians are responsible for monitoring what their children access using the hotspot. DO NOT expose hotspots to extreme hot or cold temperatures (example: do not leave a hotspot in your car).
All users of this service agree to hold the Wellsville Carnegie Public Library and the service provider harmless from any and all claims, losses, obligations, or liabilities, directly or indirectly relating to the use of this hotspot.
The library reserves the right to make future modifications to the hotspot circulation policies. You can find a current copy of the policies at the Circulation Desk.
By checking out a hotspot, patrons agree to abide by these policies.
